Cost allocation, generation adequacy, water use, community impact and beneficial ownership are the questions being asked wherever large loads concentrate, and Texas has packaged them into a single procedural gate tied to grid access. Operators building national portfolios may well have reason to expect versions of it elsewhere.
For established players, the depth of existing investment forms part of the answer. Equinix opened its first International Business Exchange in Dallas more than 25 years ago and now runs nine facilities in the state: eight in Dallas-Fort Worth and one in Houston. Its Texas investment exceeds US $ 1.6bn, with more than $ 1bn in further projects under way.
