CLOUD & COLOCATION
Q. HOW WILL HYPERSCALERS AND OPERATORS NEED TO COLLABORATE?

» If orbital data centres are to move beyond conceptual discussion into early deployment, collaboration across hyperscalers, infrastructure providers and technology operators will be essential. A first requirement is technical standardisation. At present, there are no established industry-wide standards governing orbital compute infrastructure, including hardware integration, data-handling protocols or orbital coordination systems. Without standardisation, there is a risk of fragmented development, duplication of infrastructure effort and reduced system efficiency.

A second requirement is shared infrastructure models, particularly in relation to launch and logistics. At current cost levels, independent deployment by individual operators is unlikely to achieve viable economics. A consortium-based approach – pooling launch capacity, sharing orbital infrastructure and coordinating deployment schedules – would likely be required to support initial phases of development.
Geopolitical and regulatory coordination will also play a critical role. Hyperscale operators already operate across multiple jurisdictions on Earth, but orbital infrastructure introduces additional complexity around sovereignty, jurisdictional authority and cross-border regulatory alignment. Without clearer governance frameworks, large-scale capital deployment into orbital systems is unlikely to proceed.
Finally, governance structures addressing orbital debris management, liability allocation and operational responsibility will be necessary to support long-term viability. These frameworks would underpin risksharing mechanisms across operators and jurisdictions, enabling sustained investment confidence in orbital infrastructure over time.

“While orbital data centres are technically conceivable, their deployment at meaningful scale remains economically, operationally and structurally constrained under current conditions”
