Nebius deal marks significant moment for Harlow campus The 10-year, 22MW agreement with Nebius represents a huge milestone for Kao Data.
“ The constant for us over the years has been advanced computing at scale,” explains Spencer.
“ Our largest deployments have historically been advanced cloud and enterprise workloads – and as AI has become the predominant form of computing over the last five or six years, superseding enterprise cloud in both demand and power requirements – our offering has evolved to follow that shift.
“ That is why an agreement of this nature matters. The opportunity to house 22MW of Nvidia GPUs operated by Nebius at our Harlow campus keeps us at the forefront of that evolution and reinforces our leadership position in the UK market.
“ Harlow has been engineered for exactly this kind of deployment, and securing an agreement of this scale, as part of Nebius’ s wider £ 1.7bn( US $ 2.27bn) investment in the country, is a strong endorsement of the direction we have taken.”
Liquid cooling meets rising power density demands Part of the Nebius capacity is dedicated to its Token Factory inference platform, which places specific demands on power density and cooling.
“ Infrastructure of this kind challenges our historical design and we have responded to that directly,” Spencer says.

“ We have reconfigured KLON-03, the third building at our Harlow campus, to deliver direct liquid cooling to the chip from a chiller-based system – and in doing so, we have doubled its capacity relative to the first two buildings – to support the higher density these workloads demand.
“ This design ethos has been in place for some time so that we were ready to accommodate this capability – and with the Nebius contract secured – we are now delivering against it as they install their hardware at the campus.
“ On the platform itself, Nebius runs an orchestration layer on top of that hardware to provide AI inferencing services to large enterprise customers.”
